What it handles

Your notes
CSV and text files, cells pasted from a spreadsheet, or plain lines like 0:10 Fix the logo. It also reads UTF-16 files, the format Premiere's marker export uses.
Times
Elapsed time or timecode, including drop-frame. Sequences that start at 01:00:00:00 work too.
Frame rates checked
23.976, 25, 29.97, 59.94, and drop-frame at 29.97 and 59.94.
Markers
Name, note, length, type and color each come from a column you pick, and you see a preview before anything changes.
Running it twice
Choose what happens when a marker is already there: keep both, update it or skip it.
Undo
Works the normal way in Premiere. An import is one undo step, or two if it sets colors.
YouTube chapters
Builds a list from your markers, adds a 0:00 chapter if you want one, warns about anything YouTube's rules won't accept, then copies or saves it.
Needs
Premiere Pro 25.6.1 or newer. Tested on Windows. Mac hasn't been tested yet.
